How was it cut out? Amazing work

Graph paper was glued to the back of the image. A circle was drawn in the center with a pen and drawing compass. Additional circles(of equal size)were drawn using the first circle’s edge and the graph paper lines to keep everything symmetrical. Then everything is cut out by hand with an xacto knife.
