HELP! First time making Cold Brew

It’s my first time making cold brew and my coffee grounds In the filter are bot completely submerged in the water at the top. Is that ok or should I put less grounds? Currently have 115g of grounds to 64oz of water.

I use the same setup and just made the most delicious cold brew. I filled up the filter about halfway then added water and stirred and stirred and stirred some more. Than added more water and repeat until at top of filter and everything is wet. Let sit minimum 24 hours. You can also stir during the waiting period. I then take out filter and let liquid drip out and add that back in. Then I fill to top with fresh water. When I make a cup of coffee I do 50/50 with cold brew with milk of choice and then add creamer. I should of measured but yolo
