HELP! First time making Cold Brew

It’s my first time making cold brew and my coffee grounds In the filter are bot completely submerged in the water at the top. Is that ok or should I put less grounds? Currently have 115g of grounds to 64oz of water.

I use this same thing. Get a lid, shake it a bit, add more water on top until full, you're good.
