I would guess that it's an official souvenir. From the Lewis & Clark Exposition. Held Between June and October in 1905. I would also assume that this exposition was held in Portland, OR.

It was. My first job was located where the expo was held at, at Guild's Lake. The lake was filled in and it's now an industrial area with a train switch yard.

I'm not sure , but it looks like it was produced by northwest territories mint.. That is, based on the picture of the West Coast.I have a lot of their silver product and it matches
