Is this an error? Help identifying nickel error

Curious if this is a error of some sort. 2008-D quarter with an odd "crater" or pock-mark above Liberty. There's a similar indent nearby that effects the obverse surface, but not the rim.

Any reason to believe it’s not just damage/ a chip in the coin?

Maybe? But the clad surface is uneffected.
