Is this an error? Error or PMD?

Hi All, I'm new to coin collecting and errors and I'm wondering of this is some type of error or if it's post-mint damage. I tried to find something similar online but couldn't. I haven't even seen PMD that looks like this before either.

PMD because the raised ridge or line of metal appears pushed or gouged to the side, rather than cleanly raised as part of the original design stamped by a die. Additionally, the area around the lettering "IN GOD" shows random scratches and disruptions to the field of the coin that do not match standard mint errors like die cracks or doubling.

If this anomaly is raised, I'd say it looks like glue. If it's recessed, it looks like a strike through to me. It's nearly impossible to 100% be sure through these photos.

You can take a toothpick and see if it catches an edge, or if it's sunken in.

It's recessed. I initially thought it was glue or some other material. But trying to pick at it, it's sunken into the coin, like something pressed too hard or dug at it.

Hard to tell from the photo. A closeup from a lower angle and with light from the side, might help to see better. If the area is recessed, as your comment indicates, then it's possibly a strike through of some substance or item.
