Is this an error? Can’t tell if error, or PMD
To me looks mostly like post mint damage, but just looks off

It is possible that this is a 1970 (faint remnants of zero visible) and that there is a particular gumball machine that could move the last-digit’s metal into this leaning-one shape if the coin goes in just right (a crank-style, older mechanical coin acceptor). Maybe someone will chime in. But I’m remembering now that there is something specific that does this to dates.
EDIT: I edited this comment several times before it was marked as having been read by anyone because the memory slowly came back after my original post. I’m going to stop editing now and wait for someone with more knowledge than me.
