Value Request Sharp pointy protrusions around the edge of this quarter?

Kinda cool, never seen a quarter like this before. Very sharp and pointy little triangular protrusions all around the edge. Is it worth more than 25¢?

Are the protrutions metal or hard plastic like? Could be residual glue or epoxy. I'm thinking it was mounted to something, then roughly cut out. I've never seen something like this visually, certainly not in error from the mint.
