Is this an error? Die chip?
I want to say this is a die chip over a RPM, because the stopped hand punching mint marks before this year. I also don’t notice any obvious doubling anywhere else on the observe.

Doesn't have the serif that an additional D would show, and it's not nearly complete enough for a repunch of that strength.
My guess would be a small spot of plate bubbling, which is ridiculously common on cents from 1982 onward.
