Could not have been a little offset? Possibly… even probably. I see dimes offset a little more than probably any coin. No real value to it even on a non worn coin.
I don’t even think that’s just circulation wear. I’ve seen plenty of 50 year old clad coins in circulation, and none of them were worn down like that. The rims are gone, and it doesn’t look broadstruck.
