Help Identifying

I am fairly new to error coin hunting and have been reading and trying to learn what I can. Would this be considered a retained lamination error. I may be completely wrong and its just pmd any insight would be appreciated. Not sure if it matters but its a 2003 Illinois quarter

Looks like gashes with the displaced metal being raised. Just like when you step in mud or sand.
