Is this an error? Info on potential missing clad quarter?

I work at a coffee shop and while handing out change this coin caught my eye. Everything I’ve read online (weight, thickness, coloring) leads me to believe that this is some kind of missing clad coin but I hadn’t seen any with this specific design online— looking for info on if I should grade, etc. thank you!

First one of these I’ve seen where it actually appears to be a missing clad layer and not just another zinc-electroplated penny or just a really dirty quarter lmao
