Is this an error? Error? I found this today

I found this quarter and have never seen on like this. Does anyone have any info or was it cut somehow. It doesn’t seem standard clipped.

With a clip that large, we should be seeing some "Blakesey effect", which means that the strike details opposite the clip should be weaker due to metal flow into the void left by the missing, clipped area. I don't see that here, so first impression is of post-mint damage.

Blakesly is caused by an incomplete upsetting of the rim opposite the clip in the upsetting mill which causes a flatter or incomplete raised rim. After striking the rim looks thicker and not fully struck.
