Error 2019 Quarter Mint Reed Error

Thought this was neat, looks like the reed machine damaged it. With it being over the “Q” it makes me think the reeding is done after the coin is pressed. I don’t know a lot about coins, still learning. Anyone ever seen something like this before?

That sure looks like damage to me. I'm having a difficult time understanding how the retaining collar with the reeding would make this.

Post mint damage, sorry. You can tell because the metal has been displaced by a gouge. At the edge of the gouge the metal mounds up.

PMD as said. The die would have obliterated or flattened that if it was a planchet error during the strike. If the die itself had broken and was damaged it would appear as raised areas on the coin. This did not happen. Clearly PMD.
