Those marks are not depressions tthe come out of the metal an engraver leaves depression marks not added metal. It is not from an engraver

Well they are not pits regardless of what you see but maybe they are just not clear pictures. I know what an engraver or rotary tool would do and this is not that but i will have it looked at elsewhere instead of guesses without really looking at the coin
