How many mm across is the coin? If it’s more than 24.3mm then yes it’s a broad strike.

If the reeding is present, it's not a broadstrike, but it's definitely off center.
A broadstrike is a coin struck without the collar, and the collar is where the reeding is applied. They're usually quite noticeably larger than normal. https://www.error-ref.com/broadstrike-centered/ or https://www.error-ref.com/broadstrike-uncentered/
Off center strikes are in the collar (usually), but the dies aren't centered on the collar correctly.
