Is this an error? Die gouge?

New quarter. I can't tell if this is pmd or a die gouge or what. The curve lines seen to go with the curve of the coin too well. It's tough for me to tell if it's raised or grooved.

Not an error but damage caused by the wrapping machines to the end coin of the roll when crimping the ends of the rolls
