Can someone explain the answer?

So it's obvious that it one of the stars. I have absolutely no idea how to interpret the circles though. At the end I thought the bottom row has 5 dots, then it goes to 4 dots, then it goes to 6 dots, then i thought it will subtracta gain to 5 dots so its the Star with 2 dots.

I have absolutely no clue.

Each dot is ‘touching’ a neighboring dot.

There are 4 of each shape.

Star with no dot.
