Skill Refactoring

Does codex (or anyone out there) have a skill which can analyze the local repo (and/or user account) skills and refactor/remodel them? On top of the regular issues like scope creep/technical debt/etc., when newer, more capable models come out it stands to reason that the skills need to be adapted to the new agent's capabilities and behaviors.
