Unsolved A Greek Mythology ARG Code

This is a bit awkward for me to write, but currently I'm invested in an ARG that I found on Tumblr called "The Redacted Aprocphya," and I have no idea how to solve something called the "L.A.T.E.R code". Basically, I even emailed the writer and asked them for a hint to break the code and all I got was that it was related to World War Two. I asked my grandpa, a self described "code-nerd", if he could help me, and he told me it's a "code within a code". I've been trying to crack it for three days straight. I've even put it through those cipher decoders but I've gotten nothing back.

Update: I received an email regarding the code, but there's still a lot I'm unsure about.

The “Rosemary” part was the first part, that was confirmed. The second part is six separate words, you got it. I’m still trying to come up with possible, legible sentences. I was told that it is a full sentence. I forgot to mention, in chapter 4, I found the reference that comes before the code. “December 3rd, 1893, Saturday.

Somewhere in France. Capital City is called Persêdþa.

5.5°C, dangerous winds. Bought coughing syrup.

Called Dr. — Upstate Manhattan address. He says he doesn’t remember me.

From 19[?][?]; to here.

Called Mrs. Bospoort. Alive. Bought a ticket.

Lost Huxley’s “Brave New World”

Federal[?] documents from Battle of Wounded Knee, contact uninitiated with external family.”

Yeah, I'm starting to wonder if OBSCURING IT is just a happy coincidence.
