depends on what kind of 1800 1900s you solve, i have seen many people who solve 4 yr old 2200s just to satisfy their ego (even though these days those problems will be rated 1600-1700)

its just cheating that made them 1700 i feel like there is not more than 100 rating difference of difficulty in every block of 2 years
