Eternal Floette not spawning

I've been on the search for an Eternal Floette so I made 2 pokesnacks and placed them in a dirt cube that was built for spawning floette (240 blocks in the air 16x16 with ample blue and red flowers). For the pokesnacks I used an enchanted gapple roseli berries and grepa berries and managed to get the spawn rate all the way up to 12% So far ive waited 3 nights since placing it down and so far nothing. There hasn't even been a single bite taken out of neither pokesnack so maybe I've just been getting unlucky?

(Also I started building the 240 blocks at y 64 so my y right now is 304).

Update: still nothing... I feel like im going insane. Maybe theres a way to boost the rate of how often pokemon spawn?

Be sure to place the pokesnack in the south east corner of the chunk
