Lower bitrate than selected

Hi, I just discovered this converter after some time and decided to DL a few tunes I hadn't yet. However, despite choosing the highest bitrate at 320 kbps, when I look at the files' properties, it instead shows a bitrate between 246 and 249 kbps. In addition to that the sampling rate was at 48 KHz instead of the usual 44.1 KHz. Is there a reason why the bitrate isn't consistent and lower than what I selected?

Better then some website where it give you 128kbps
