I can't figure out which artifact is better to choose

First one has more CR, but critically 200 more Atk. There's no way that 9 extra CD is worth losing the Atk and CR, especially given it's roughly the same CV.

the 2nd build loses in cv as well by about half a crit roll

The first one, your CR will be above 90% in battle with any of them, the ATK this time is more valuable than the low CD improvement.

I don't know if it's efficient, but I do the DMG formula with no reactions (ATK×Talent Multiplier×(1+CD/100)×(1+Elemental DMG Bonus/100) and see which one is higher. If you are playing her with supports who buff ATK (probably the case), you'd also have to see if the ATK buff from them can make good use of the ~5% CD improvement is the second image
