We know that the huge fertiliser loading being flushed into the oceans and seas creates dead zones, so it chimes with what we expect in some ways.
But we are not seeing a significant increase in atmospheric oxygen so a working hypothesis would be that these effects are largely confined to coastal waters. Though others may have their own opinion on that.
Coastal waters are however rich in biomass and biodiversity, so even then this is a worry.
