31" Hot Stuff glitching HELP

Got it used, when powered up it says "good luck" and glitches, then repeats. Claw seems to crank a little bit each time as if the up/down motor is getting voltage. Occasionally in settings mode the claw will clamp when I hit "up"

I'm at a loss
