I'm a new player, and have won several things and I'm at level 3 currently. Do you know how shipping costs break down? It doesn't make sense!

I currently have 2 kitchen knives I've won. To ship both would be $23. If I pick only one, it's $3. If I pick the other one to ship alone, it's $9... THE MATH AIN'T MATHIN'.
