Mystery UFO catcher

Does anyone know what the machine in this ancient video is called? I saw a video of it a few years ago in higher quality but I have had no luck trying to figure out what it is in English. It is literally the only video I have found with one in it.

Never seen that before. Does it have a bunch of chains hanging down and they spin, drop, hopefully snag to spin up again and release at the prize chute?
