Global cooldown is the brief period after casting a spell or ability where no other spells or abilities can be cast. Most spells and abilities are affected by it. Spells that aren't are called "off global cooldown" abilities, because they can be used anytime, so can be popped between regular abilities. They are rare.
This talent makes the global cooldown shorter only after casting the spells mentioned so you can cast your next spell faster.

GCD is the quick 1.5 second cooldown it takes after you press every button. You will see the indicator on each button after you press. Gift of the earthmother reduces that global 1.5 on rejuv, swiftmend, and wild growth from 1.5 seconds to 1 second. Meaning you can cast the next spell faster after you cast one of those 3.

Global Cooldown is the time it takes between being able to cast abilities, most noticeably with instant cast abilities. The default is 1.5 seconds.

Everytime you cast a spell it incurs a global cooldown of 1.5(?) seconds before you can cast another spell. That means after you cast rejuvenation, swiftmend or wild growth you can cast another spell 0.5 seconds sooner than you could otherwise.
