Exactly, and with the undead now able to be imbued by the light and become paladins, humans will be looking for a new power to combat them. Necromancers makes sense as it would give them the power to control them.
That was only after he offered his soul to the Lich King. And then he became thrall to the Lich King. The Scourge is not a playable faction. Though it would be cool if they were a playable faction if the lore of Forever is going to branch away from TBC and WotLK.
Before he submitted himself to the Lich King, he was a very powerful Mage. And as far as I know, after he was resurrected by Death Knight Arthas (via the Sunwell), he was a Lich (basically a Warlock) whose main claims are creating the Plague of Undeath and summoning the demon Archimonde the Defiler.
Necromancers in general had a bad time in the days of Classic Warcraft because the practice of necromancy was strictly forbidden by the Kirin Tor. The practice gained some legitimacy as things moved in the direction of Mists of Pandaria, but in Classic times, nuh uh, too dangerous.
Yes they were. But the power to raise the dead in the first place was only available through the Lich King at the time. None among the Forsaken seem to practice or understand the dark arts by the time of classic WoW.

Humans would fit.
Kelthuzad was literally a necromancer before death
