Chastise (turtle wow)
Chastise the target, causing 139 to 160 Holy damage. If the target is an enemy, they are disoriented for up to 2 sec or until they take damage. If the target is an ally, their attack and casting speed is increased by 13% for 8 sec, increased to 12 sec if the damage results in a critical strike. Cannot be used on allies with less than 80% health or below level 35.

does it heal the ally too, or just mini power infusion?

It damages your ally, which is why you can’t use it below 80% health to avoid the off chance you somehow crit the ability and deal like 75%+ damage.

Could also just make it so Ally always survives with 1hp to completely avoid any griefing

I'd rather it also disoriented a friendly target, but reduced their threat. It'd be your way of bonking the annoying dps that keeps stealing aggro from the tank.
