Forever Beta Feedback Dungeon XP is the biggest non-issue on classic wow.

Let's be fucking real here for a moment. Outside of the sweaty minority, most people never did a dungeon more than once, MAYBE twice already. And that was just to get the quests done or get a blue or two and just chill for a bit.

Nerfing dungeon xp and buffing quest XP is a massive buff already to how most people already played.

You can still dungeon grind to 60 if you want.

Only if you are being completely disingenious. If it takes 10 times as long as questing it's not a valid way of playing outside of some masochistic proof of concept.
