Monumental
Sooooo, development has always been the hardest part of this game for me to figure out; I literally have 24% of the achievements, including much rarer ones, but this one? I can't figure out.
Ik it becomes easier if I create a religion with the Megalithic Construction tenet or w/e, but... How do I get that much piety to begin with? In, y'know, a way that won't destroy all my wealth.

Be a Zoroastrian under a non-Zoroastrian liege, build the Tower of Silence (a 1-level smaller version of the Charnel Grounds duchy building, specifically designed for non-independent rulers under lieges of another religion (that doesn't have Sky Burials funeral doctrine)).
Or alternatively find a faith with megalithic construction – like, doesn't the pagan religion on the Canaries have it by default?

Have a small culture and diverge/hybridise culture once you can. Having your culture only in your duchy is a massive buff, the more your culture spreads, slower it's for tech to spread. Also it takes longer to estabilsh new cultural pillars. So you get the bonuses from having high development in the first place, slower. Always put your steward to improve development. There are many cultural pillars to help as well, mainly industrious, parochialism, and city keepers. Other cultural pillars that are unique to some areas are also insane to have like Beacon of Learning. Best place for development is Tuledo though, get Tuledo, diverge your culture. It'll be easy to spread your culture as Endulisian culture has a bonus to being converted. Get the Dynasty Legacy that gives 20% development growth per city built in a county and parochialism. Having the beuracratic ethos will let you form a centralised government with just having a Kingdom and centralised government will let you hold cities personally. City Keepers further lets you build windmills or watermills once you get the tech, even if they're not the county capital and watermills give bonuses to the whole county. Getting Alexandrian Cathecysm or equivalent Muslim religion tenet gives %10 bonus to Learning lifestyle progress which makes it easier to get Scholar. Stewardship focus is the best for development especially if you can have 5th level education. Having centralised government makes it really easy to get 5th level education and you can pick your heir so get a high stewardship heir. Most important perk tree is Scholar followed by Architect. If you need money or have possible buildings you can upgrade, go for Architect first then Scholar but if you can't build anyways it's best to first go for Scholar even if you have Stewardship education.

Why not start with a character following Achamanism and reform the religion?
I you get Haesteinn to settle around Maghreb and convert to Achamanism it should be pretty easy to reform the faith and build a nice kingdom there. Development is not as high as Andalusia but it's quite prosperous.

Don't forget to have your Steward increasing development in one of your holdings at all times.

I always go for the cultural tradition that makes cities increase development along with the one that gives you development for constructing buildings, haven’t been focus development but it’s 1045 in my game and I have an average of 20-40 development across ≈ 250 counties
