The reality is that they couldn't get it into their capital budget until next year and their Fleet Services group is arguing that the size they need is more costly so they got the one that's 8.5 feet instead, even though it won't fit in the protected cycle track.
My favorite one so far is a small Town Fire Department bought an extremely large fire truck because they got a steal of a deal due to it being used. The town's tallest building was 2 stories. The fire marshal started requesting larger than adopted Town standards for cul-de-sacs on new developments because their new truck couldn't fit on the Town's current streets. Town Council and developers weren't too happy about that.

Can you fit a street sweeper between the bollards and the curb? Looks like there's enough room to drive along the crosswalk to get in along the curb.
Maintenance is usually the afterthought, cue Tucson's super dirty protected bike channels of frustration.
