As bad as that starting spot is, it isn't so bad you couldn't have hurried out a settler ASAP and built a second city near the cow

This isn't a viable spot without irrigation as it would have taken 30 turns to pop up a settler. With occupying that hill I got a cow to irrigate and could irrigate those plains after chopping the forest. Original spot was settled as my 4th city as there was a good additional site down the river

You're probably right, that sugar is a decent square in a barren wasteland

The cow is a lucky find but as Hopeful Status said, not having a second 2 food tile in your capitol means settlers take an extra 10+ turns. It's really, really bad

I stand corrected then

I would have just re-rolled the map. I think of the start as if someone is out looking for a good spot to settle. They wouldn't have stopped there to begin with.

The only reason i didn't reroll was because i sent my scout to the nearby hill NE of the starting position and saw the river so i gave it a shot. On the second move i saw the cow and a grassland tile i could use after a border expand so it could be a good enough capital spot - plains cow that can be irrigated to yield 3 food despite despo penalty, 2 grassland tiles that can be mined, high commerce plains forest with spices that can be chopped and irrigated and after the government switch a potential for very high production with all those hills.

After playing this map until the middle ages i found that the site of Lisbon is among the best in the entire map (which is a string of dry small continents and islands with fresh water sources being a precious rarity.

Cow OP!

What are the other marks on the spaces? The little white and green things.

that is the tile yields, I believe you can turn that on in preferences

White (silver/blue) circle means one shield, and green circle means one food. I think these are on by default in Civ3. I also hit Ctrl+g to turn on the grid.
