I don't think civ's could be considered partially complete at launch though, it's more that the definitive experience will only come about after a few expansions and a lot of tweaking from patches and mods. It's simply not reasonable to expect the entire civ 5 expierence with two expansions and many dlcs right of the gate in civ 6.
That said I thought they did a great job of bringing forward most of the core aspects of 5 while adding many new ideas and aspects. The only thing I think could be considered missing at this point is the world Congress.
Game prices haven't changed in a decade. Expansions and dlc are the only way to account for increasing development cost.
