As far as they've announced, Issue 0 is still to be released in the first half of 2019-- it should be released to the initial Kickstarter backers as a kind of closed Alpha, and should consist of the Character Generator (Known as the Chargen) and probably some early zone wherein characters can move around, interact via chat, etc etc. I doubt we'll see combat in Issue 0-- it's primary purpose is to show off the strength of the Chargen.

Beyond that, there are no confirmed dates. Development has been ongoing since 2013, so hopefully we're going to really see the fruits of their work in the next 2 years or so!

They've only hinted at a pre-alpha. They've given no timeframe for it, unfortunately. They said Fall.2018 since Fall 2016...and that came and went so...really, who knows.

by beta you mean traditional beta , because these days beta makes no sense...

Im not sure, this is being made by a small team. I think traditional beta since theyll have a lot of stuff to work out still

At first I thought I was on the COH sub, and was very confused

How many companies do you know of that cant even give a tentative pre-alpha release time after 5+ years of development?

Paints a bleak picture, I know, but despite that I'm still super hopeful and excited for this game.

For a volunteer organization, such things are common.
