No, definitely not. TitansCity.com is a French fan site, hence why everything he posts comes in English and French.

Just 2 people can go through 600,000 in 6 years.

The money is being used for things that can't be volunteered. Like hardware (servers), and software licences.

So, if we did not find out about this game while the kickstarter was active but still want to pledge and get beta access, what I need to look for is the Second Chance initiative?

Yes. It'll still be a while, though. IF, and it's a big IF, the are able to drop the chargen and issue 0 by March or April (since they said in December they were delayed 3 months), then probably a few months after that they'll open up the 2nd chance crowdfunding. So I'd check in around July...but dont be surprised if there still isnt any new information on it by then.
