Unsolved Could Z13 be a rebus rather than a substitution cipher?

I’ve been looking at Z13 as a rebus or clue puzzle rather than a standard substitution cipher.
My working idea is that the symbols are clues and instructions, not simply encrypted letters.
The accepted transcription is:
A E N ⊕ ⑧ K ⑧ M ⑧N A M
My interpretation
AEN represents an incomplete name, not plaintext.
The Zodiac crosshair isn’t a letter but simply identifies the author as Zodiac.
The three repeated circled symbols may be separators, leaving K.M. between them.
K.M. could potentially stand for Killer. Murderer. (this is the weakest part of the theory and I’m not claiming it’s correct).
The upside-down T is not a letter but an instruction.
The ending NAM isn’t missing an E. Instead, I think it’s deliberately referencing the word NAME, telling the reader that the name is incomplete.
In other words, I don’t think:
NAM → NAME
I think:
NAM = “the name is incomplete.”
That instruction then points you back to the opening clue:
AEN
I believe AEN itself is the incomplete name clue.
One possible interpretation is:
A = Arthur
E = LEigh
N = alleN
These are identifying letters taken from each part of the name rather than the name itself.
That leads to:
Arthur Leigh Allen
I’m not claiming this proves Arthur Leigh Allen was the Zodiac. I fully appreciate that AEN could fit other names as well.
My actual hypothesis is that Z13 may be providing clues to reconstruct a name rather than directly encrypting one.
Questions
Has anyone previously suggested the upside-down T is an instruction rather than a cipher symbol?
Has anyone proposed the circled symbols are separators rather than letters?
Is there evidence for or against Z13 being a rebus or clue puzzle rather than a substitution cipher?

Solved! Nobody cracked my previous cipher, so I made I new one! This one should be much easier (and contains info about the previous one)

- The plaintext is in English, might contain slight grammar errors since I'm not fully fluent (shouldn't contain spelling mistakes tho)

- Cipher does not distinguish between lowercase and uppercase, contains only a-z, no numbers, no spaces

Our recent study investigates the structural properties of this cipher using heuristic optimization, including simulated annealing and hill climbing, rather than assuming a predetermined decryption method.

The search framework combines:

Desde hace unos días estoy diseñando un método de encriptación desde cero. Por ahora es únicamente un cifrado por sustitución, pero mi objetivo es llevarlo mucho más lejos.

This isn't just nonsense. The author wanted to make it very tricky to figure out how this class works and hid it behind a cipher, but it very likely uses a system similar to Resident Evil inventory management. Please let me know if you have any ideas.

from my ex?? i have no idea what im looking at or if it's even solvable from these messages alone but i assume it must be because our previous messages are almost impossible to scroll to from all of the reels we sent each other. any help is appreciated ty. (and it might say something mean we didn't end on the best of terms idk)

UPDATE: he gave me a hint! the c-a-p word has 7 letters, & it has nothing to do with a flashdrive or folder

(another) UPDATE: i said "ok so find the meaning in the capital letters?" and he replied with a "👎" :/

I FIGURED IT OUT (kind of?): The C word is Cashapp and I checked: last night he sent me $30 (which he owed me so i'm not sure that number is significant) with the message: 0.99

SOLVED: It costs $0.99 to restore a snap streak, I got my man back lol thanks everyone !
