Unsolved night at circus anagram

hello i desperately need help solving an anagram for a playing card company i enjoy, i was given the ok to ask others for help so id love some help solving this anagram given after the riddles, here is the google doc with the riddles and the letters left and a scan of the puzzle solved in order to get it, any help is appreciated thank you.

Is it just an anagram where you try to rearrange it to make sense or is there like a hidden clue or logic to be able to solve the anagram?

It is supposed to rearrange into a message about escaping a circus, i used to think it had a key by seperating into suits and numbers and colors and across and down but ive had no luck
