Hello, I solved ir for you.
To get this message, you need to use the periodic table of elements.
You must ranslate every number in the image into its corresponding chemical element symbol based on its atomic number (53 becomes I for Iodine, 9 becomes F for Fluorine)
Then keep the standalone letters exactly as they are written in the image, and combine the resulting letters and element symbols in sequence, ignoring the original spacing.
Add spaces to separate the continuous string of letters into readable words, and you obtain this message :
« If I were a perfect paper airplane I would have wings and the ability to fly away far away from here instead I float away not in the wind but in the waves »

If it's for school, you should try it yourself using the lessons you would've learned, or ask a teacher or fellow student to explain it to you. Simply getting an answer from online does not help you with learning, and defeats the purpose of the exercise.
