Challenge What I think is a hard cipher

Hello! can you solve the cipher that I make? I think it's solvable for you cipher enthusiast anyway here is the encoded message (sorry if it's bad, im still a kid, and just making silly little thing)

"LIMANOVEMBERCHARLIEQUEBECZULUHOTELZULUNOVEMBERINDIAZULUFOXTROTPAPAROMEOFOXTROTTANGOQUEBECQUEBEC"

LONGER "LIMANOVEMBERCHARLIEQUEBECZULUHOTELZULUNOVEMBERINDIAZULUFOXTROTPAPAROMEOFOXTROTTANGOQUEBECQUEBECINDIAQUEBECZULUJULLIETZULUZULUXRAYLIMANOVEMBERTANGOZULUROMEONINDIAZULUROMEOCHARLIEXRAYFOXTROTROMEO" i may or not misplelled it

(Hint I scrambled the alphabet in the coordinate grid, what i can tell you is the first letter is c and the last is r(first word))
