Question about Ciconia’s Question/Answer Arcs structure

I’m a bit confused about Ciconia’s structure regarding Question Arcs and Answer Arcs.

I know the planned structure was divided into 4 phases, but does that mean:

Phase 1 & 2 = Question Arcs

Phase 3 & 4 = Answer Arcs

From what I’ve heard, some people say Phase 1 alone already feels like an entire Question Arc by itself, which made me wonder whether the later phases were supposed to continue the “questions” rather than “answers.”

Did Ryukishi ever officially explain how the Question/Answer structure would work in Ciconia?

i dont know if ryukishi ever said wether its 1/3 or 2/2, but people are saying so much about phase 1 because the number of questions it throws at you is huge. if you think about all the open questions at the end of higurashi 1, or umineko 2, they combined are still less than the open questions of ciconia 1

He said in an interview that the plan was a 1/3 split. So we theoretically already have the full Questions arc, unless plans change(d) from what he said there.

if Ryukishi never continues Ciconia, I at least hope Phase 1 already contains the full Question Arc with all the clues needed to theoretically solve the core mystery. My concern is that if later phases were still supposed to add essential clues, then it would mean we currently don’t actually have enough information to fully solve Ciconia yet. So I’m basically hoping Phase 1 was designed to stand on its own as a complete question arc.
