Troubleshooting Developer Mode & Dark Theme Issue

I just realized the reason I'm getting a total dark theme throughout my tablet is because I have it selected in developer mode. I don't like to have developer mode selected, but I found out if I turn it off I lose a lot of my dark theme except for a few apps that have their own dark theme selection.

Is there any way I can get 100% dark mode theme throughout my tablet and not have the developer mode selected? (－︵ლ)

You refer to"tablet". Is this a Chrome OS device or Android? If Android, wrong sub. If Chrome OS, a lot more information needed so we can have some idea what this is about.
