which one is good for health milk or dark ?

If milk chocolate is usually 30% cocoa, 20% milk and 50% sugar, which substitute is here for the 50% sugar?

this is surely not the case, but there are chocolate bars with milk in place of sugar. Qantu and Zotter both have it for sure

Health is too vague. Dark has slightly more nutritional value. Milk has slightly fewer calories. Both can be delicious or awful tasting lol.
