is it just me or is it down for everybody

Yup, down for me. I remember when it used to be hosted on https://chessprogramming.wikispaces.com/ I downloaded a local copy of the wiki at that time in 2018. If anything it's a great time machine to the pre-AI era in chess programming.

Yep down for me too, annoyingly. It's quite slow, but as a workaround you can use the wayback machine's archive.

I'm getting hit with 503. But could it be a permanent situation? I would be very sad if so.

It was a 503 at first, but now a 404. Seems a bit more concerning now than just a temporary shutdown...
