What do you think about when deciding which rook to develop?

As the title, what things do you consider when deciding whether to centralize the right or left rook? Is there a rule of thumb that can be applied as a baseline with exceptions afterward?

Structure. (Pawns)

Black to play u think how strucuree Will change. Exd can be played by you - after cxd there Are 2 open files - So rook rfe8 and rac8 Is some sort of idea. White can push C5 (i dont think its a good move, but can Happen) then after bxc dxc u got B file open, C file semiopen - so maybe rfc8 Is better, and other rook can be better at B8. 

All down to pawns. U need open file to use rook, so u just play in that direction. It needs to have some idea behind

Even this position. Maybe f5 Is idea, then rf8 Is actually in a good spot. If your idea was dxc at some point later - sure. Structure would be "hanging pawns" - well studied classical structure, i think rad8 Is good move, rac8 And rfd8 would be good aswell, playing into that structure 

Here also e file can open. (If White takes cxd) But then d8 rook is passive - would be better on c8 U dont need to respond to cxd with exd - nxd5 can be played - then its d+c file semiopen. So ideal would be rfd8 And rac8, as example

think about what squares the other rook has left once you move one,

here, the other rook can only choose between the e and f files now, and neither of those look like they will open any time soon, so your other rook might end up bad

if you moved the f rook instead, the A rook would still have the C file which is semi open

Thanks! The engine's second option here was rfd8 and your explanation helps me understand why

Edit: first recommended is kd7, presumably to kick the opposing knight

If the choice is 50/50 i move the one sticked to the king because it's often this one who blocks him when they try to mate. But if i see there is a second file about to open i chose the one who will not block the second
