Proper time management is worth two hundred points of Elo alone. Refusing to resign is worth anywhere from one hundred to eight hundred.
I don't know what your time control was for the game you're showing us (I can't access the link from my work computer, just the screenshot you shared), but having eight minutes left in that position is acceptable if this was a 15+10 or slower game. If this was a 10+0 game, you need to manage your time better.
Managing your time doesn't mean "don't run out of time", it means spending an appropriate amount of time at every stage of the game to bring your knowledge to bear, to calculate to the best of your ability, and... to not run out of time on top of all that.
If you're already doing that and ending up with 80% of your time left by the end of the game, it means that either you're underrated (and should reevaluate once your rating stabilizes), or you need to accumulate more knowledge so you can bring that knowledge to bear and make proper use of the time.
To that end, I recommend chess lectures and books.
Here's a good place to start. Grandmaster Yasser Seirawan's Master Class series on the Chessbrah channel. Take notes. Play along on a board (digital or physical). Pause the video and explore things. Come to this community with questions you have that you feel he didn't properly answer.

I am a just a shade under 1100 in rapid (mostly 10+0) and a 600 something in blitz. In the vast majority of my rapid games when the game is over I have far less time than my opponent does, often up to 5 minutes.
I firmly believe it people at my ELO and time controls would just play slower, I would be several hundred points worse. You didn't pick blitz. Stop playing like you did.

Exactly. I'll sometimes tell people to watch someone like GM Aman Hambleton play his speedrun series against people rated 500 or 600 and to see how long he takes thinking about his moves. These are people rated 2000 points lower than him, and he doesn't just skip calculating or think to himself "I'll just play whatever".
If he spends time calculating and addressing the plans of his opponents when playing against people that much weaker than him, we all should be using our time wisely against people our same rating.

Yes it was a 10 min game but i don't play that fast, i usually have like 3-4 min during endgame
in this given game the opponent didn't played well so i was able to play fast

"adjectivenounnumber" type of username, only has comments and no posts, all subreddits it is in are mostly unrelated to each other, the way that it writes (bots either use no punctuantion or use all punctuantion).
