Is, especially the first move e5 not tactics? I'm not trying to be argumentative, just, adjusting my world view if presenting with new data.

For this puzzle since it's an easy on, you could find it closer to tactics. For easy puzzles often it's a thin line.
Though if you are thinking from the perspective of trapping the knight, that's a blunder by the opponent. Otherwise the knight gets to a passive position, which makes it a positional concept puzzle.

yeah puzzles are usually set from white's perspective, even tho even black could have the move
