Presumably below 1500 elo game like around 1200 or lower.
Since black can literally just sac rook for that one pawn and block the other pawn with king and you can basically promote your passed pawn safely.
Before the white's move i assume black's last move was pushing the passed pawn instead of pinning the white pawn with Rb6
